Free parking for persons with disabilities (PWD)

Vehicles transporting disabled individuals and/or children with disabilities of groups I, II, and III are allowed to park free of charge in designated parking spaces at Sheremetyevo International Airport.

Terms

At Sheremetyevo International Airport, at each Paid parking area, at least 10% of parking spaces are designated for vehicles (V) operated by disabled individuals of groups I, II, and III, as well as vehicles transporting such individuals and/or disabled children (Article 15 of the Federal Law of the Russian Federation dated November 24, 1995, No. 181-FZ "On Social Protection of Disabled Individuals in the Russian Federation").
To exercise the right to preferential parking, two conditions must be met simultaneously:

  1. Presence of a current entry about the vehicle in the Federal Register of Disabled Individuals for the entire parking period. If the information in the register is missing or has lost its validity, the right to free use of the space does not apply – parking is charged at the general rate.
  2. Availability of a free specialized space at the time of entry into the parking area. If all spaces for disabled individuals are occupied, the vehicle must be parked in the general area on common terms, with payment according to the current price list.

Procedure for actions in Parking Zones for vehicles of disabled individuals in Terminals B and C

In the multi-level parking areas of Terminals B and C, there are separate Parking Zones for vehicles of disabled individuals. These zones are located on the 3rd level, in close proximity to elevators and pedestrian galleries leading to the terminals. Entry to these zones is through a separate barrier.
The procedure for the driver is as follows:

  1. Check for available spacesbefore entering the parking area, the driver verifies on the display that there is a free space in the Disabled Vehicle Zone. If all spaces are occupied, the discount is not provided – parking is done on common terms with payment according to the price list.
  2. Obtain a ticket – a standard parking ticket is issued upon entry.
  3. Proceed to the 3rd level – the driver heads towards the barrier of the specialized Zone.
  4. Contact the dispatcher – at the barrier post, the driver presses the call button for the dispatcher (intercom) and provides the state registration number of their vehicle.
  5. Verification in the Register – the dispatcher checks the entry about the vehicle in the Federal Register of Disabled Individuals in real time via an online service. Upon confirming the data and the availability of a free space in the Zone, the dispatcher instructs the driver to scan the parking ticket at the barrier post. After scanning, the barrier opens. Important: if the vehicle is not found in the Register, entry into the specialized Zone is not allowed, and parking is done on common terms with payment according to the price list.
  6. Parking in the Zone – after the barrier opens, the driver enters the Zone and occupies a free space. The ticket must be kept until the parking session is completed.
  7. Exit – after leaving the Zone, the driver proceeds to the exit barriers on the 1st level of the parking. The exit from the parking area must be made within 15 minutes from the moment of leaving the Zone. Exceeding this time will result in the parking session being considered renewed and subject to payment.

 

Procedure for parking vehicles in other official parking areas of Sheremetyevo Airport

In the parking areas of Terminals D, E/F, and in the open parking lots P12, P13, P17, and P18, there are no specialized parking zones for vehicles of disabled individuals; spaces for disabled individuals are allocated in the general parking area and marked with appropriate signs.


The procedure for the driver is as follows:

  1. Mandatory check for available spaces - before entering the specified parking areas, a driver entitled to a discount presses the call button for the dispatcher (intercom) at the barrier post and verifies that there are free spaces marked with the "Parking for Disabled" sign. If all spaces are occupied, the discount is not provided – parking is done on common terms with payment according to the price list.
  2. Obtain a ticket – a standard parking ticket is issued upon entry.
  3. The driver occupies any free space marked with the "Parking for Disabled" sign.
  4. When exiting the parking, the driver approaches the exit post and calls the dispatcher (via the intercom) to obtain permission for free exit.
  5. The dispatcher checks the vehicle against the Federal Register of Disabled Individuals. Upon confirmation, the barrier opens without charge.

If the data in the Register is missing, exit is only possible after paying for parking at the current rate.

 

General rules and restrictions

  • Parking a vehicle in spaces designated for disabled individuals without a current entry in the Federal Register is a violation – in this case, parking is charged, and a fine may also be imposed in accordance with the Rules of Use.
  • Parking is prohibited in violation of markings, in driveways, at entrances/exits, in technical equipment zones, and in car-sharing spaces.
  • At the Terminal Square (the "Departure" and "Arrival" zones), there are time restrictions for free parking – exceeding this time will result in penalties.
