Free parking for people with disabilities.
Vehicles (V) transporting disabled individuals and/or children with disabilities of groups I, II, and III are allowed to park free of charge in designated parking spaces at Sheremetyevo International Airport.
Terms
At Sheremetyevo International Airport, at each Paid parking area, no less than 10% of parking spaces are designated for vehicles (V) operated by disabled individuals of groups I, II, and III, as well as vehicles transporting such disabled individuals and/or children with disabilities (Article 15 of the Federal Law of the Russian Federation dated November 24, 1995, No. 181-FZ "On Social Protection of Disabled Persons in the Russian Federation").
To exercise the right to preferential parking, two conditions must be met simultaneously:
1. **Availability of a current entry about the vehicle in the Federal Register of Disabled Persons** for the entire parking period. If the information in the register is missing or has lost its validity, the right to free use of the parking space does not apply – parking is charged at the general rate.
2. **Availability of a free specialized space** at the time of entry into the parking area. If all spaces for disabled persons are occupied, the vehicle is parked in the general-access area on common terms, with payment according to the current price list.

### Procedure in the Parking Zones for Disabled Persons in Terminals B and C
In the multi-level parking lots of Terminals B and C, separate Parking Zones for disabled vehicles are equipped. The zones are located on the 3rd level, in close proximity to elevators and pedestrian galleries leading to the terminals. Entry into such zones is through a separate barrier.
Algorithm of actions for the driver:
1. **Obtaining a parking ticket** – upon entering the parking lot, the driver receives a standard ticket.
2. **Proceeding to the 3rd level** – the driver heads to the barrier of the specialized Zone.
3. **Contacting the dispatcher** – at the barrier stand, the driver presses the button to call the dispatcher (loudspeaker intercom) and provides the state registration number of their vehicle.
4. **Verification in the Register** – the dispatcher checks the entry about the vehicle in the Federal Register of Disabled Persons in real-time through the online service. Upon confirmation of the data and availability of a free space in the Zone, the dispatcher instructs the driver to scan the parking ticket at the barrier stand. After scanning, the barrier opens. Important: if the vehicle is not found in the Register, entry into the specialized zone is not permitted. In this case, parking is carried out on general terms with payment according to the current rate.
5. **Parking in the Zone** – after the barrier opens, the driver enters the Zone and occupies a free space. The ticket must be kept until the parking session is completed.
6. **Exit** – after leaving the Zone, the driver heads to the exit barriers on the 1st level of the parking lot. The exit from the parking area must occur within 15 minutes after leaving the Zone. If this time is exceeded, the parking session is considered resumed and is subject to payment.
### Procedure at Other Official Parking Lots of Sheremetyevo Airport
In the parking lots of Terminals D, E/F, and in the open parking lots P12, P13, P17, and P18, specialized parking zones for disabled vehicles are absent; spaces for disabled persons are allocated in the general parking area and marked with appropriate signs.
Algorithm of actions for the driver:
1. The driver occupies any free space marked with the "Parking for Disabled" sign.
2. Upon exiting the parking lot, the driver approaches the exit stand and calls the dispatcher (via loudspeaker intercom) to obtain permission for free exit.
3. The dispatcher checks the vehicle against the Federal Register of Disabled Persons. Upon confirmation, the barrier opens without charging.
If the data in the Register are absent, exit is only possible after paying for parking at the current rate.
### General Rules and Restrictions
- Parking a vehicle in spaces for disabled persons without a current entry in the Federal Register is a violation – in this case, parking is charged, and a fine may be imposed in accordance with the Rules of Use.
- Parking is prohibited in violation of markings, in driveways, at entrances/exits, in technical equipment zones, and in car-sharing spaces.
- In the Train Station Square (the "Departure" and "Arrival" zones), there are temporary restrictions for free stay – exceeding these limits incurs penalties.
