Attention car owners: from April 1, 2025, updated conditions for the stay of vehicles in the terminal areas at Sheremetyevo International Airport will come into effect. The penalty for exceeding the time limit for a vehicle in the "Departure" or "Arrival" transport zones will be 4000 ₽/hour (previously 3000 ₽/hour). The same penalty rate applies in the case of a third or subsequent entry into the specified zones within 2 consecutive hours, and no free time will be provided for drivers in the terminal area.
Changes will also affect the fee for restoring a parking ticket; its new value will be 4000 ₽.
What are the reasons for these changes, will they affect legal taxis, and what do we recommend to car owners? We clarify in detail.
Why has the penalty amount changed?
The terminal area is a zone of aviation security. It is important to maintain dynamic traffic flow here, eliminate congestion, and minimize the stopping time of vehicles. Delays, even for a few minutes, can create risks for both passengers and the entire airport logistics system.
Essentially, the penalty is not a fine in the conventional sense, but a deterrent mechanism that encourages leaving the area as quickly as possible or not entering it without acute necessity. The new amount of 4000 ₽/hour is intended to discourage the use of the terminal area as a long-term waiting zone.
What to do if more time is needed?
The best solution is to use one of the official parking lots at Sheremetyevo, which operate around the clock and offer comfortable conditions:
Multi-level Parking B, Parking C, and Parking D – with connecting galleries to the Terminals and their own inspection points.
Parking P18 – just a 3-5 minute walk to Terminal B.
Budget parking P12 – with free round-the-clock transfer every 15-30 minutes.
The zones "Comfort B" and "Comfort C" – special locations located on the 4th level of the Northern terminal complex. Parking spaces in the "Comfort" zones are isolated from transit traffic, making it easier to pick up or drop off passengers. Clients of "Comfort B" can use one of several electric vehicle charging stations for free.
All listed parking lots have hourly and daily rates. Any of these rates are significantly more advantageous than an extra hour in the terminal area. A complete list of parking zones is available in the Parking section.
Will this affect taxi drivers?
No, if it concerns legally operating taxis. Specialized intercept parking lots are available at each Terminal. Specifically, in the area of Terminals B and C, there are two with a total capacity of 800 parking spaces. The use of these parking lots is free for drivers of the largest aggregator (from 40 minutes to 2 hours). While waiting, taxi drivers can use cafes and self-service car washes. In addition, regular taxi drivers are given extended time in the terminal areas.
Thus, the working conditions for legal taxis have not worsened. However, illegal transporters who try to "wait" in the "Arrival" zone in violation of the rules are now subject to new sanctions. This is a step in the fight against unauthorized traffic and additional care for the safety of passengers at the largest airport in Russia.

1. Plan your route in advance. Parking lots are an alternative without fines.
2. Check parking information on the "Sheremetyevo Parking" website – data on available parking spaces is displayed in real-time.
3. Do not enter the terminal area without acute necessity. Even brief waiting on the transport lines in the "Departure"/"Arrival" zones can cost more than a day at an official parking lot.
4. If you are a representative of the taxi industry, act according to the rules and recommendations of the aggregator: all stipulated conditions remain in effect.
